Nests on coastal islands. Protection Island (Jefferson County) and Smith/Minor Islands (Island County) only known Washington nest sites away from outer coast. Severe decline of Washington populations in recent decades not adequately explained. Fifty-one birds censused at Smith/Minor Islands in 1992 (Smith et al. 1997); a few pairs at most still hanging on there as recently as 2003, beyond close of atlas period.
